The purpose of current study is to explore the critical challenges of e-learning in higher education institutions. The data for this research were collected through a qualitative approach using a descriptive phenomenological method and semi-structured interview tool, then the findings were analyzed by Colaizzi's (1978) 7-step method. The research field included 12 academic experts in E-learning at the University of Tehran through purposeful Sampling. The validity of qualitative data, based on the four criteria of Lincoln and Goba (1985) including; credibility, transferability, dependability, and confirmability and also reliability by re-coding and two coders have been examined and confirmed. The results of the analysis led to exploring142 main concepts, then in the form of 10 critical challenges related to the most components of the educational system including; learner, teacher, technology, financial and information resources, ethical considerations, university culture, classroom leadership, support system, learning effectiveness, and satisfaction of internal stakeholders. Finally, using a systematic approach, the mentioned challenges have been classified into three main dimensions of learning-teaching system such as; input, process, and output.

Due to importance of instructor empowering of Technical and Vocational Education and Training (TVET) in Iran, this paper discussed effective challenges and mechanisms. Therefore, by investigating other studies and collecting data from a questionnaire from instructors of Iran’s TVET, key factors of challenges and mechanisms were identified and confirmed by using expert’s opinion. In the next step, the correlation and effectiveness of each factor were analyzed by Structural Equation Modeling (SEM). In the SEM, the Standardized Root Mean Square Residual (SRMR) test was used to assess the fit of the proposed model to the investigated data. The obtained results showed that all identified challenges and mechanisms are significant in the 95% level and have the SRMR values 0.095 and 0.048, respectively. Also, the results represented that the most challenges faced to the instructors were limited internet access, software issues, and limited accessibility features. The findings also suggest several mechanisms for strengthening the teacher empowerment system in the context of online education. These mechanisms include training for all, flexible learning options, and development of virtual content. In conclusion, providing training courses for online teachers, creating specific frameworks for online education processes, strategic planning and allocating the required financial resources are among the most important suggestions that can be deduced from this research.

The present study aimed to identify the challenges of online- only system in the era of COVID-19. The qualitative research approach and the research synthesis method were adopted. The statistical population of the study included the research studies conducted during the COVID-19 in the field of e-learning system challenges which were collected from Scopus, Science direct, Eric, ResearchGate, and Google Scholar databases via using specific keywords. A total of 120 studies were selected and reviewed. After several screening stages among these studies, 47 study units were selected and reviewed based on their title, abstract, and research content, respectively. Research data were collected from qualitative analysis of the studied documents. Content analysis method was employed to analyze the research data. Analysis of the data revealed that the e-learning system in the COVID-19 era has challenges in twelve factors related to students, teachers, and managers which include ICT access and usage, studying and teaching from home, e-learning skills, content quality, teaching method, research activities, psychological factors, learning activities, evaluation, programs and policies, macro-social factors, and support.
